BY-LAWS
RESIDENT AND FELLOW SECTION
OF THE
RADIOLOGICAL SOCIETY OF NEW JERSEY

ARTICLE 1:
NAME
The name of the organization will be the
Resident and Fellow Section (hereinafter the "Section" or "RFS") of
the Radiological Society of New Jersey (hereinafter the "RSNJ").
ARTICLE 2:
GOALS AND PURPOSES
The goals and purposes of the Section are:
1. To provide a
unified voice for radiology residents in New Jersey;
2. To promote the
interchange of information and opinion between resident physicians and fellows in training
programs in Diagnostic Radiology, Radiation Oncology, and their subspecialties throughout
the State of New Jersey;
3. To assist in
maintaining consistency in standards for radiological residency and fellowship training
programs throughout the State of New Jersey as set by various regulatory organizations;
4. To provide a forum
for the education of residents and fellows in the ethical and socioeconomic aspects of the
practice of radiology; and
5. To provide a
mechanism for input and involvement by residents and fellows in the educational,
socioeconomic, and policy-making functions of the RSNJ.
ARTICLE 3:
MEMBERSHIP
All members-in-training of the RSNJ shall be
members of the Section.
ARTICLE 4:
RESPONSIBILITIES
The RFS shall be responsible for electing its
officers and members of the Governing Council through the training programs. Resident
delegates shall be appointed to the RSNJ Executive Committee and all standing committees,
and to the American College of Radiology RPS. The Section, through its officers and
Governing Council, shall be responsible for the conduct of all pertinent matters to come
before the section.
ARTICLE 5:
OFFICERS
The officers of the Section shall be as
follows:
Section 1:
Governing Council
The Governing Council of the RFS shall consist
of one delegate from each radiology house staff association. These delegates shall be
elected annually by that organization. Each delegate will have one casting vote.
Additionally, the Governing Council of the Section will consist of the offices of the
president, vice president and secretary-treasurer. All of the above shall serve a term of
one year beginning April of each year following their election.
Section 2:
Executive Committee
The Executive Committee of the Section shall
be comprised of the following members:
A. President:
The president shall preside over the meetings of the Executive Committee, Governing
Council and meetings of the general membership of the Section. He/she shall serve as a
liaison to the RSNJ Executive Committee. He/she shall be an ex-officio member of all
standing committees of the RFS Section. The president, together with his/her officers,
shall execute the policies of the membership and the Executive Committee of the Section.
B. Vice
President: The Vice President shall perform the President's duties in his/her
absence or inability to act. The Vice President shall serve as a member of the Executive
Committee of the Section.
C.
Secretary-Treasurer: The Secretary-Treasurer shall maintain a list of all Section members.
This officer shall be responsible for notifying the membership and the Executive Committee
of all meetings, recording and distributing minutes retaining all records of the
membership. The fiscal duties of this officer shall include the maintenance of all
financial records of the section, the collection of dues, if any are to be assessed, and
the deposition and disbursement of all funds. The secretary-treasurer will preside at
those meetings which the president and vice president are unable to attend. The
Secretary-Treasurer shall serve as a member of the Executive Committee of the Section.
Section 3:
Election
The members of the Executive Committee will be
elected and announced at the semi - annual meeting of the Section after voting by the
Governing Council. Nominations for the executive committee will be invited from all
programs before the elections. Each officer of the Section shall serve for a term of one
(1) year, beginning April of each year following their election, and continuing for one
(1) year thereafter and until his/her successor is elected, appointed and announced. The
President of the Section shall, whenever practicable, be a second or a third year
resident. The three members of the Executive Committee of the Section shall, whenever
practicable, be residents from three different radiology residency programs in the state.
The executive Committee of the RSNJ may nominate any officer to the Section in
consultation with the Section liaisons to the RSNJ Executive Committee, who are appointed
by the President of the RSNJ.
Section 4:
Representatives
The representatives to the RSNJ Executive
Committee and to the American College of Radiology Council will constitute the only
authorized delegates from the Section to the above councils. Their privileges while
attending these council and committee meetings (i.e. category of seating, privileges of
the floor and voting rights) will be in accordance with the bylaws of the pertinent
society. They will carry out the directives of the Section as determined by the membership
and the Governing Council concerning the policies of the section and its position on
matters under consideration.
Section 5:
Recall
Any officer of the Section may be recalled by
three-fourths (3/4) vote of members at any annual meeting of the membership.
ARTICLE 6: COMMITTEES
A. The Executive Committee
of the Section shall be comprised of the following members: The President, Vice President
and Secretary-Treasurer. The president shall appoint such committees as are necessary for
the proper functioning of the Section.
B. The President may recommend Section members
to serve on all committees of the RSNJ, except the Fellowship Committee, the Nominating
Committee and the Executive Committee. Any member of the Executive Committee of the
Section may attend the Board of Directors' meetings of the RSNJ.
ARTICLE 7:
FINANCES
A. The activities of
the Section will be financed in accordance with the policies established by the Executive
Committee of the RSNJ. Should the Section elect to assess dues then the
secretary-treasurer should submit a budget for approval by the Executive Committee of the
RSNJ upon recommendation of the secretary-treasurer of that organization. The Executive
Committee of the RSNJ shall have the authority to approve expenditures of the Section, or
of any funds generated by assessment of the state chapters for the support of the
activities of the Section.
B. The Executive Committee
of the RSNJ may allocate funds to support the attendance of officers of the Section at
meetings of the Board of Directors of the RSNJ and at the annual meeting of the American
College of Radiology.
ARTICLE 8:
MEETINGS
A. An effort will be made to hold the Section
Meetings on the same dates and in the same general location as meetings of the Executive
Committee of the RSNJ.
B. The Executive Committee of the Section may
convene meetings of the members of the Section as deemed necessary subject, however, to
the financial limitation in Article 7 of these By-Laws.
ARTICLE 9:
AMENDMENTS
These bylaws may be amended at any annual or
semi-annual meeting of the RFS by a majority of those present and voting.
